City Rain lets the player take on the role of member of the Rescue And Intervention Non-Profit (RAIN) organization. The player has to rescue cities on the WEPA blacklist before they are punished for being too destructive to the natural resources. The player has to help reorganize cities in order to make them become environmentally friendly.
